The 2018 survey has evolved following ITU membership comments and views, in addition to input from the ITU expert working group. The following points will help the reader understand how the survey that generates the GCI results differs from the previous years: • The number of questions has been reduced from 153 to 50 questions. For example: questions related to IMPACT and HIPPSA projects were not considered and were deleted, and other questions were merged into clearer and more comprehensive questions, in addition to inputs received through ITU-D Study Group 2 and contributions from the countries. • An ITU expert working group re-evaluated and modified the 2018 weighting values. For example, draft legislation (or any other relevant draft document) has a 0.5 score weighting (previously 1.0). • Research and data collection from official sources were used to complete the survey. • Due to the low response rate related to the question on national best practices as well as lack of available information from national official sources, the question was not considered in the final score. • Elements on child online protection were included in the questions and scoring.
